Should Physical Education be graded based on “performance”

I work in a school as a daycare worker for teachers kids. Today as I was taking the babies for a walk around the track, a group of 4th graders were running the mile. The teacher was standing at a checkpoint on the track and calling out their times. She was openly telling the kids at the end of the pack to “hurry up, your grade depends on this!” At one point a girl and her friend who were jogging and clearly out of breath went past me and I heard her say “I either get a good grade and die or I fail and don’t die, I choose not dying”. Obviously their were the show boat kids who were done very fast but a good portion of them were struggling. I understand and 100% support physical education and don’t see a problem with them running, but some kids are naturally more athletic than others. Do you think it should be graded based on how fast you finish or should you pass just for getting it done? Same with any gym class activity, if a child isn’t good at soccer but still participates should they get the same grade as the child who scores 20 goals and excels at soccer?
