Wedding problems

So, I just got engaged on December 8th. We haven’t been together for long(8 months) but when you know, you know. We want to get married in November 2019. That being said. My mom is paying for half of the wedding. She told me that she will not pay for the wedding unless we wait two years to get married or if we do a bible study together as a couple, she will reconsider letting us have a wedding sooner. Is this fair?
