Is this animal neglect?
* a little back story. My family and I just moved to our new location a little over a year ago. Our next door neighbor is a single dad who works 42(sometimes 72) hour shifts and many side jobs. In the summer he let us swim in his pool whenever we wanted. We also found his pet rabbit that was kept outside in a tiny wooden/chicken wire pen. (Not on the ground, on a stand) we noticed the rabbit was always out of food and water so we started to feed it every time we were there.
So fast forward to about 4 months ago, he got another rabbit and put it in the same small pen. I couldn’t figure out why he would do that since neither rabbits are holdable and they have no room in the cage. But whatever.
Fast forward again to October, he got two tiny 5 week old puppies. He asked my younger brother to feed them in the morning before school every time he was at work. My brother came home upset one day because he thought they were dead.. I ran over there and they weren’t dead they were just really cold. I put my own wireless heating blanket in their dog house with them. I wanted to text him and tell him they are to young to be outside in the cold but I didn’t.
one time I was taking the puppies some dog toys, I didn’t know he would be home. one of the puppies jumped in the mud when it was really small. He just rinsed it off in the hose pipe when it was 30 degrees outside... i told him I can take the puppy to my house to give her a bath and dry her. He was hesitant but he said okay. I did not wanna take her back.
A few weeks passed and I went to go feed the puppies and rabbits. One of the rabbits was “shockingly gone” I texted my neighbor and told him. He said “shockingly, i found it in the cage dead yesterday”... so I at this point I was really upset because I’m a huge animal lover and my younger brother and I take time to feed these animals who aren’t ours and one of them dies. He then had stopped asking us to check on the puppies as they got bigger. But we continued to check on them.
Now every single time we go over there they have no food or water. 50% of the time I have to give the rabbit vegetables form my house and I have to give his dogs my own dog food because they have none left in the bag. The female dog looks like she may have worms because of how bloated her stomach is. If we didn’t feed the animals they would be so skinny or dead.
At first I was just annoyed that he asked us to pretty much take care of his animals. But now I’m upset and kind of wanting to take action because I have bonded with the animals. I don’t know what to do though! I don’t even know if I can do anything.
He has like an acre of land behind his house but he has his dogs caged up in a small area. They are kept outside 24/7. I’m worried about this summer. I live in the south where it gets extremely hot and humid.
They have dug holes all around trying to get out 💔


This is how it looks every time. The poor dogs are so happy to see me and of course the bowls are empty. I have started to let them run around outside of the fence because their “grass area” is covered in poop.

The rabbit and the cage is starting to fall apart but I didn’t get a picture from the outside. I will next time!



That’s build up, poop and mold.

The rabbit freaks out every time anyone comes to feed him/her. I know a lot of rabbits do that, but the other rabbit was dead and I just don’t know.... I am going to take more pictures. do any of you have any advise?
