Why is my tattoo like this?

I got this tattoo done about three weeks ago and it looks all cracked and still raised a bit. It already scabbed up and I have used aquaphor as directed and have been putting lotion on it. I showed the artist how it was because I was getting another one done and she said it’s just dry and keep applying lotion. I’m not sure if that is it after using lotion constantly throughout the day.

I do have other tattoos and they never did this. Anyone have any idea why it looks like this or experienced this?
