Is this a rash !?

I noticed these bumps on my daughters arm today, she also has these same exact bumps on her vagina but she had them for about 2 days now.

I have eczema and I get that if I get to warm. Could be that. Dry the area and put some cream on it.

I'd try putting something on it, like Aquaphor.

Maybe some kind of heat rash? Have you tried putting anything on it?
