How do you ask someone if you can adopt their baby & let them know your financially stabled!

Not that long ago a girl asked me to adopt her baby but I thought she was just playing with my emotions so I brushed it off! I’ve been taking care of her since she was like 2 months old.

And ever since she started coming again she has me and my husband wrapped around our finger. She doesn’t cry with us and never leaves our side. Mom sometimes leaves her for a day and doesn’t come back for her till the morning, she goes to parties to drink and smoke I’m not the only on she’s left her with sometimes she leaves the baby with her bf whom she’s only known for a bit and that guy lives with nothing but guys.
