Why do I still see it a blue line for ovulation when I ovulated last week. Have to take one just for the fun of it and thought it will come back negative

That looks negative to me. The test line has to be darker or just as dark as the control line. On this test the test line is lighter than the control line which means it's negative.

LH fluctuates throughout your cycle and can even surge again post-ovulation. OPK instructions generally tell you to stop testing once you get your positive before ovulation, because they really don’t offer any useful information after that point and you’re just wasting tests.

It is negative. It’s not like a pregnancy test. Test line needs to be darker than control. 
The line there just means there’s a small amount of LH in your body which there is most of the time.
