Constantly hungry on diet

Does losing weight mean you have to be hungry all the time?

I’m pretty sure the two things that get you full in a meal is carb and protein. But my cholesterol is really high now so I can’t eat a lot of meat. And I can’t eat more carb either. I feel like veggies and fruits don’t get me full so I’m constantly hungry. Is this healthy? Should I stop this diet? (I’m not losing weight bc of health issues so I can totally stop this diet if it’s bad for me)
