How should they split bills?

Little back story. I have 2 sisters (One is single 30 & one is in a relationship 28yrs old and has a 3yr old  and expecting her 2nd in May) My father had ALS and recently passed on March 8, 2019.  Both of my sisters moved into my dad’s house to help care for him when he was sick. The house will now be for my single sister. They both mutually agreed my younger sister will stay living with her boyfriend, toddler, and future baby until they get back situated into their own place again (they are thinking about a year).  My younger sister has been a SAHM since having her first baby. Her boyfriend has been paying all their bills. There was a debate about how bills will be split and curious to hear what you all think.

Single sister pays 1/3, other sister/boyfriend pay 2/3.  The sister with the family is taking up more space and presumably using more resources.

Single sister pays 1/3rd and the couple pay 2/3rd for their little family. The way I see it is, you pay what you use. Single sister won’t be using half of the utilities so why should she pay half? Especially considering the couple has a child, that’s more resources being used

The boyfriend is not responsible to pay bills for the single sister; all he's responsible for is his girlfriend and child.  They need to figure out how much the single sister's portion is and then she pays that.

All bills that don’t change in cost should be 50/50.

I think for stuff like cable/internet, mortage and home insurance, heat, garbage, etc. Should all be split 50/50, but water costs (if it's charged by amount used) and electricity should be a 1/3 single and 2/3 family.

I say 3 adults so you split it three ways, the couple then combines their part. 
Their using more electricity, more water, and taking up more space so they should pay the majority.

Me and my so are a unit and we pool our money because we are a family and mine and his bills are our family bills lol  even when i stayed home. It should be split 1 couple to 1 single.

Does the couple and child stay in one room or two? If two they should be splitting they should be covering 2/3 of rent and if they only use one room I would split it in half. All other bills I would split evenly 50/50 and if they are buying groceries together I would expect them to pay for 3/4 of the grocery bill
