Should a violent criminal who still expresses bad intentions be released from prison?

So I am watching the local news this morning and a quick story made me think about this question and how it might be good for CC..

So the news made an announcement that a man from two counties away from us was being released from prison this week. He was responsible for the rape and murder of several men years ago. The news story says they he openly has expressed in prison that he doesn’t feel any remorse for his actions and sees no reason not to do it again. The news anchor flat out said this is a ‘warning’ to the community and that he will have to register as a sex offender, but that was it.. he’s getting out.

I have mixed view on this personally..

1. He served the time that he was given to serve for his crimes, as decided by the justice system.

2. I believe his comments still fall under free speech because he hasn’t directly threatened a particular person or group with a call to action, so I don’t think he should be prosecuted for words... but...

3. He clearly has a violent history and public safety is one of the government’s primary responsibilities

The poll question is already in the heading, but as some follow up questions:

Is a warning to the public over the news appropriate?

Should there be a legal avenue to hold him further or monitor him closely upon release, or is that a violation of his rights?

I know that convict reform is not effective in all cases, and repeat offenders are often released back into the public.. but in cases where the convict openly expresses bad intentions should there be any legal consequences?
