Can i move out?

I'm 16, turning 17 in a month. Don't see a point to emancipation because it takes a year to verify. My family is absolutely crazy and I've hit the point to never being home, only to sleep. My grandma is depressed and bipolar. My mom is never home to even be a parent. And my aunt is just absolutely crazy. I can most likely get parent consent if it's legal for me to move out, but I just need to know if I can. I live in California. If that's any help.

I just really need help, so please respond as soon as possible.

Reporting them is not an option, I have an 11 year old brother who's father left when my mom found out she was pregnant. I don't want that for him.
