Tear under baby’s penis?

I noticed when I was changing my son he had a small tear right at the base where the balls connect under the penis. Has this happened to any of you before ?

I drew this so y’all could better understand where it is.😭The red is obvi where the tear is.

(Edit) He thankfully has an appointment today. I was going to ask the dr anyway but I wanted to ease my mind. Also he’s not circumcised.
