No, I feel like that would objectify the guy in a very bad way. 
Feeling teased or being horny can be frustrating, but you can't just expect sex from someone. You aren't ever entitled to the bang. It's certainly valid for a guy not to be in the mood or tired or not get hard- like whatever comes up, or doesn't come up. 
That's just the reality of life n sex.

Getting mad over sex is petty. Sometimes I’m super in the mood and so we plan on having sex which gets him in the mood, and then my mood just goes away so we don’t. It just happens sometimes.
