What's the point? 
This is a really complex question actually. 
I think if my actions are bad, they have consequences and bad feekings enough for me to learn my lesson. 
Other people do not always respond as you'd hope to being punished- why not re-educate or rehabilitate? 
I remember reading Genealogy of Morals by Nietzsche and he was making a point that punishment by anyone other than the master class or basically the law- the leaders- is just vengeful, and unproductive. It seemed as if he thought punishments given by the law were more moral? I dunno.
Personally, I don't think so. I think we should continue to pursue civility rather than vengeful attitudes, which many even feel for punishments administered by the law, the masters & creditors- whenever possible. 
I kinda think punishment is a bit regressive in it's very nature and history- 'specially after reading Nietzsche. 
Although, I also understand that some people's behavior must be stopped and they will not understand anything which isn't barbaric. So occasionally yes- smack a bitch. 
In certain situations it makes everything better :/
