Depends. If someone was fantasizing about getting with a coworker and building a life then I personally think that’s emotionally cheating. If it just about having sex with a celebrity then I don’t think so.

Not cheating but if they’re thinking about a person they actually know (not a celebrity or something) constantly then I’d say it’s a problem.
