Have you ever since a dirty diaper on the ground in a parking lot?

So I was talking to my husband when I came back from grocery shopping and when I got out of the car there was a pile of dirty diapers in the ground. He told me he sees that all the time in parking lots and I do to (usually just one not a pile). It’s disgusting and lazy when all parking lots offer a trash bin for stuff like that. So my question is have you ever seen a dirty diaper on ground in a parking lot? I want to know if this is common or is it just in my area.
