Am I legally married?

Before I begin I just want to say that I realize you guys can’t know for sure...I’m obviously going to figure this out but I wanted people’s opinions.

My husband and I were married September 30, 2017. Unfortunately, the person who married us never signed the marriage certificate nor did he mail it in. Now I’m in FL and I believe they give you 30 days before you have to mail it in I don’t actually remember correctly. Obviously it’s been longer than any limit any state could possibly give you. I emailed them and they said they do not have any record of our marriage so does that mean I’m not married? Also, I’ve put married on my Medicaid form and my wic so if it turns out I’m not married will they consider that fraud? I’ve thought about explaining the situation to them but I’m scared they’ll think I’m trying to do fraud. Any advice or comments? Like I said before I know you guys can’t give me a sure answer I just want some advice or anything.
