My belly button got really red when I had a yeast infection in there. I just took hydrogen peroxide on a Q-tip and it cleared right up.

This looks like a yeast infection. I had that once after sweat pooled in my belly button and never completely dried off. It was very itchy and painful and red like yours. I put some antifungal powder in it and it went away in a few days.

Wash it with warm water and a mild soap and keep it dry - then some neosporin. Watch it for a few days.
