Looks like they're in the midst of changing, I see mostly brown but I also see some of that newborn blue in there. So technically they are hazel right now, but from my experience, they'll probably end up being normal brown when they get their permanent color. But they are absolutely beautiful either way.

Is the outer ring of the iris different from the center? It's hard to tell in this picture. If so the outer colour would be the true colour. 
My oldest has central heterochromia and the center is like your little one but the outer colour is blue.
