Swaddling

So I went to a childbirth class recently at the hospital I am delivering at. They went over how to swaddle while we were there. They said that it is no longer acceptable to swaddle a baby with their arms locked it. You have to leave their arms out right from day 1 so "they can learn to self-sooth and explore their bodies". Has anyone else heard this? I see all these photos of newborns in the birth stories room and they are swaddled with their arms in most of the time, so just curious what other people have heard.
