Allergic or rash?

Question

One of my friends recently just started bathing her baby after his cord fell off. She uses parents choice and said she notices his skin seems irritated but unsure if it’s actually the body wash or diapers. 
It could be the body wash if the diapers never gave him problems but I also suggested it could be acne bc babies go through a skin faze. 
She sent me this picture:

As the other commenter said, it’s likely that rash.
Also, babies do NOT need to have a body wash, or soap added to their baths. Literally just warm water and a soft, clean cloth is enough to make sure they’re clean. 
Same goes with shampoo, their don’t need it.
I’ve never added body wash to my daughters bath (she’s now 15 months), and only ever used a soap and fragrance free shampoo if she had something really sticky in her hair that wouldn’t shift with water.

Erythema toxicum
Erythema toxicum is a rash that starts a few days after birth. The rash is blotchy and red, with blisters that have a small white or yellow center.
An estimated 48-72 percent of full-term infants will experience erythema toxicum. It is harmless and will go away on its own within a few days.
