Heat rash maybe? Put some desitin on it my daughter had something similar and desitin cleared in up in a few days

My kids got bumps like this when they were in diapers from heat and sweating, they turned into little white heads and then went away on their own. I don't think it's anything to worry about, but if she's uncomfortable from it, it gets worse, or she gets a fever you should take her in.

Its like a sweat/heat kinda diaper rash. Make sure your kiddos skin is kept clean. Warm water washes with the wash cloth will help it. Just keep it clean and it will go away soon. Only use medicated cream if the doctor says so. A few (no more then 5) drops of tea tree oil in the kiddos bath too will help as well. If the rash still is there take your little one to the doc and have them look. But normally that stuff clears up fast :) its no worry. 
My 3 year old and my 18 month old get them some times. Its no biggie

My son gets this but he also has eczema try a hydrocortisone cream it helps my little one or also if your not comfortable with it some but paste ... it’s in the diapering section it’s just irritation bumps but if they’re scratching they can get more irritated or get scabby
