Tbh 17+ 
I support people having sex for the first time whenever they’re ready but I also think that no one is actually ready younger than 17. There’s a lot that comes with sex, from STDs to pregnancy, to the emotional effects, seriousness it brings to a relationship, the ability for it to be used to harm or hurt— in every way from taking advantage of someone and lying to them, to sexual assault, rape, and partner abuse. 
There is no way a 13yr old can protect themselves from that or honestly even be aware of the warning signs and know how to help get themselves safe and healthy if anything does happen. Most 17+ yr olds don’t know all that stuff either but at least their a little older, more mature, and hopefully more aware.
