Breast pain! 23 weeks

I’m 23 weeks pregnant and a couple of days ago the skin around my breasts started to feel sore. Then I wake up this morning and my nipples/breasts are super tender and painful. Is that normal? I thought the tenderness was supposed to go away until I start making milk.
