Should I be brushing my 12 month olds teeth?

If so, how often? How long? Can I use just water? I’ve been trying to brush his teeth since  he got teeth but he doesn’t let me so I just give up...

They say to now use toothpaste with fluoride. The amount the size of a grain of rice. I usually give my son (14 months old) a toothbrush with toothpaste 2-3 times per day when I’m changing his bum. He chews on it pretty good and I usually take a quick turn and brush top and bottom.
