Fussy baby nursing

Help! My baby is extremely fussy. He acts as if he’s hungry. It’s been 3 hours since he last ate. He sucks for about 15 seconds then pops off and it’s like he can’t latch or he’s just fussing. This has happened before when he’s overly tired... but he’s crying likes he’s hungry.

Anyone know what to do?

We breastfeed only and he takes gas drops at night.

Woke up from nap and was wet and poopy so changed that and started to nurse. Soothes with paci. Then cries again a few min later. It’s like he can’t get comfortable. He is 5 weeks.
