foundation or concealer first?

i’m a bit new to makeup. i have powder foundation and liquid concealer and i looked online to see which went first and every site is saying something different and im super confused.

I don’t have the best skin but I hate foundation and makeup, I need to wear it though smh I rely on concealer a lot, I use a light concealer first to hide redness then I use my powder, then I go back on top again with liquid concealer for any areas that are showing through. Just do what you figure out work best for you.
