I’d say it’s very likely the diapers. My son had one like that and we switched him from Hello Bello to Huggies and it went away.

Had something similar but it was yeast diaper rash and nystatin seemed to work, along with aquaphor healing oitment. It cleared within 10-12 days and didn’t come back thankfully. We were using pampers swaddlers size 2/3 too.

I agree with the other people. Probably a sensitivity to the diaper. My kiddo is sensitive to fragrances. Maybe look for an unscented one?
