Should pediatrician offices refuse to see children who won't be or aren't vaccinated?

My pediatricians office sent us a letter in the mailing informing us starting January 1 2020 they will know longer keep patients aren't vaccinated nor will they accept new patients that aren't vaccinated. unless medically necessary. I'm completely okay with it as my daughter is fully vaccinated, and my son will be as well but my neighbor is up in arms about it because she doesn't believe in vaccines, and and her children aren't vaccinated so she has to switch offices and the next one close to us personally is 1 1/2 hours away.

Along with the letter they sent us tons of articles of why its important to vaccinate, and she feels they are trying to push us to make the decision or else suffer the consequences. Then went on a rant about the doctor's need to poison our kids to keep business running high and get a profit blah blah blah. So anyways, do you think its fair that they are doing this?
