A flaccid penis is quite soft so I would imagine that it would be very difficult to achieve penetration completely flaccid. It doesnt have to be fully erect for penetration either. Ejaculation can actually happen flaccid. A penis still feels pleasure even if it is having trouble getting erect. 🤷‍♀️

He can ejaculate while flaccid. Get on top and rub on his penis with your vulva and he will ejaculate. Or play with your hand or mouth.
Getting a flaccid penis inside your vagina is a mission and the sex will likely not satisfy you. 
He should see his doctor. There are pills that can help him, but his doctor need to make sure there is not a medical condition causing his ED.

The only exception I know if is after he’s erect and inside you, sometimes he can lose the erection and stay inside and wait for it to get hard again. So it’s still sort of possible.
