Should I can animal control?

So recently new people move at the next house and they came with 2 puppies like Pitbull mix they came last weekend and since than they haven't take their dogs inside they are tied with a rope not even a leash I don't know what to do I was planing on tomorrow calling animal control but i know that if they're not adopted they kill them but is the same as being tie no food no water weather is sometimes 30° sometimes 23° and they cry all night long. Please help me.
