Uncomfortably tight

So, in short, my boyfriend can’t fit. He’s not big, probably medium girth, but my walls seem really narrow and even with plenty of lubrication it’s too painful and we’ve never been able to go through with it. Even when masturbating I can barely fit a second finger in there and even that much is a bit on the painful side. I’ve seen these posts and people say that you’re just not turned on enough, to use lube, or that you’re not relaxed enough for the muscles to relax and allow penetration but honestly I’ve been extremely heated and wet and very much wanting but still can’t get to penetration. I feel really relaxed and comfortable with him (and by myself) too so I don’t understand how I can get the muscles to relax more. We’ve tried tons of foreplay to help get into it and he’s always been accommodating and understanding and has given me plenty of orgasms in other ways. Lube didn’t help much either. Is it possible to just have a very naturally narrow entrance? Is there any way I can loosen up?? Can I have a fulfilling sex life with him without penetration whatsoever?
