Surprised by the lack of help

As time goes on, I’m surprised by the lack of help on my in-laws’ part with our baby. She’s the first grand baby on either side. My dad is in his 60s and has some heath issues, and my mom passed away a few years ago. My in-laws are a decade younger than my dad, heathy, and they live 20 min away from us so not far at all. While pregnant, all we heard was them saying they’ll watch baby whenever we need a break— for grocery shopping, a chance to go to dinner or a movie, or overnight for some rest. Well, almost 6 months later, and that’s about dried up. They’ve watched our baby maybe 5 times, once was for a wedding. She’s a good baby too, not difficult at all or fussy. We’ve asked a few times and it’s always met with underlying resistance. I don’t get it.
