I love him and want to be with him but feel as i deserve better..

I am so love with my person of 9 years.. we met at 15 and are now 24 and there was a connection from the start..we made it through distance and met eachother and it was perfect.. we talked about starting a life together.. a month later he freaked out about how serious everything was getting so quick and ended things between us, he decided he wanted to work on our issues, we saw eachother in december and it was amazing, but he decided he wanted to keep working on us.. i decided to see him in feburary and he said we need to work on our issues and maybe in march and now its march and its the same issue. He said he sees a future with me but i feel like if we dont see eachother in person that theres no point. I love him but this is hurting me more than making me happy
