Would I have to bleach my hair? Hairstylist opinion please!

Okay so the top is my hair now, I tried my best getting a picture of it... but my question is do I have to bleach my hair to get it to the colour in the second pic? Or would it be better to do a colour like the third pic or would I have to bleach it either way? I’m trying to do a flat colour for easier maintenance, I am aware they aren’t flat colours in the pics and they have high/lowlights! I usually go to the salon and get a balayage but as of now I’m not in a financial place to spent $200 plus every other month and want to go to Sally’s and get the product to do myself and just leave it to grow out, the darker blonde matches the best to my roots!
