Is Tinder Cheating when you’re MARRIED??!

My Husband and I have been together for 7 years and Married for Almost 2 years (August).... We recently moved to a whole new state that’s waaay across the map from home. Lastnight I saw an app on his phone that looked familiar, turned out to be TINDER. I made a fake page and found his profile, he has a fake name but it’s him with his photo, College, and current location where we live. Now, I haven’t confronted him about it nor have I mentioned his actions (I like to watch and observe things before I go off)... Since the day we’ve got married, I vowed to him and to myself that if he EVER cheated on me while we’re MARRIED! I’m leaving him and DONE! No questions about it.... I just want to know if this is considered CHEATING because basically it is a dating site to talk, chat, and meet new people so his intentions are cheating Right? Please help!
