Changing clothes and diapers/pull-up troubles

Good morning, I’m wondering if anyone has any advice for me on this. My almost 2.5 year old is giving us so much trouble with diaper changes and getting dressed lately. We are really consistent with her routine and with discipline and all and she knows what to expect from us and that we will follow through when we tell her something so overall she really is very well behaved and listens well for her age, doesn’t throw tantrums or anything. But when it comes to getting her dressed or changing her diaper lately she will just run from us because she wants us to chase her (we try to avoid chasing her to not encourage it but sometimes we don’t have time to wait for her to come to us) and then once we have her she will kick and fight diaper changes while laughing or drop weight and go limp and laugh and kick or hit and just make changing clothes sooo difficult. I’ve tried a number of different things and I don’t usually react because I learned a long time ago that she will feed off any reaction we give her, but even getting stern or whatever means nothing to her. She says no to the toilet although we do plan on potty training in the near future, and getting her to “help” change her clothes sometimes helps but otherwise I’m wondering if there’s anything I can do to shorten this phase!
