Should I report ex/his parents to CPS?

My ex lives with his parents still. His parents refuse to involve me in my daughters life outside of our time together (we have joint custody) They refuse to let her dad potty train her (shes almost 5.) Her dad also smokes weed and drinks. He will be watching her while high/drunk. His parents smoke weed IN the house as well. My ex enrolled her in school and put himself as the primary parent even though we have joint custody. I think this is neglect but I'm scared to report them to CPS because they have a lot of money and smeared me when we had to go to court in the past.
