Can anyone help me out with cloth diapers??

My local store is out of diapers and have been for quite a while, I had to buy a bunch of cloth diapers online because even the regular ones online were sold out for the most part. 
Now my problem is that if his diaper isn’t super tight then it will leak within 30 minutes or less, I’ve even tried double padding! But the issue seems to be leaking, not overfilling. Is it supposed to be this tight on him? It doesn’t seem to bother him but I’m still worried. 
Another question I have is how often do you change cloth? My friend told me she changes her daughter every hour but that seems crazy to me, only because I’m hand washing everything. 
Any other tips would be greatly appreciated!!

It looks a little tight on his waist. And it looks over-stuffed. I've cloth diapered for about 3.5 years through two kids. I generally changed every 1-1.5 hours with my kids until they were peeing less often. 
Most cloth diapers aren't meant to use more than one insert or it creates gaps around the legs, which can cause leaks when the inserts aren't even full. There are some exceptions (Kawaii Goodnight Heavy Wetter being one) that can be stuffed pretty full without creating gaps in the legs. 
What kind of inserts are you using? Microfiber, which is what comes with most? If so, switch to bamboo. It absorbs more than microfiber and is thinner. Also, it's a natural material and won't pull moisture from his bottom if it presses up against his skin, where microfiber will. 
And if he's just a really heavy wetter, you can use a bamboo and a hemp insert together. Bamboo absorbs more than microfiber. But hemp absorbs even more than bamboo, but it absorbs slowly so it has to be used with another insert (and always on the bottom). Hemp and bamboo together are thin enough that they won't overstuff the diaper and create leg gaps. 
And also, not all diapers are equal. I've had some cheaper brands (happy diapers, I think) that immediately leaked. But my main diapers (Alva and Mama Koala during the day, Kawaii Goodnight Heavy Wetter At night) aren't going to leak unless I've done something wrong.

This is why I couldn’t do cloth. There is a learning curve so never got and they would leak constantly. They did need to be super tight which I didn’t like either.

There’s a cloth diaper group that is super helpful! Usually for me if I make the legs tight I don’t get leaks, even if the top is a bit loose. What brand are you using? And what kind of inserts?
I change my baby whenever I notice he’s wet. Usually every 2 hours I’d guess. I only double stuff for naps and otherwise I use a single large microfiber insert.

Ok so it's way too tight around his waist, you don't want him to have a "muffin top". If you snap the rise snaps down that will make it tighter around his legs. And if you're using microfiber inserts which are the ones that come with most diapers they have compression leaks really bad, like if you're baby sits on them or they get squeezed they will wring out like a sponge and leak. I use cotton inserts for that reason, it holds more and they don't leak as bad

You have the buttons “backwards”. The bottom row should be tighter and the top one can be looser if needed. Also I would do less padding but if the inserts are long enough, fold it down in the front, Boys soak more in the front, girls soak more in the middle. 
But I’m curious where you are looking for diapers? All my grocery stores, amazon, Walmart, Target (online and In store) have been in stock. I just ordered some from target. Also the subscription diapers- hello bello, honest, dyper, etc are in stock as well.

Have you done cloth diapers before? How old is your baby? You can snap the diaper between the legs so it's smaller for him. It will give him a better fitting and shouldn't leak. I change cloth diapers right when they poop or every two hours. Also if you have fleece around you can use that for more absorbency.

Make sure it’s nice and tight around the legs. Where do you tend to get the leaks from? It’s taken me a while to perfect our routine with cloth & the fit. I found YouTube really helped me to understand how to fit as you need to fold them right into the panty line. I change my son every 2-3 hours, unless he’s soiled then it’s more often but you do need to change cloth more often than disposables but they should really last 2-2.5 hours x
