Doctor couldnt find heartbeat with doppler

I Am 16 weeks pregnant and had to have a checkup because of extreme dizziness, doc did blood pressure twice and it is low. She then tried to find the heartbeat using a Doppler for a long time and failed, she also tried to move the baby around and try again and failed. I have felt no movement at all this pregnancy and with my son I felt flutters from 12 weeks, kicks from 15 weeks and have a video of seeing a kick at 16 weeks. I am so worried. I called my midwife and she said all I can do is go to a and e tomorrow morning and explain and they might do a scan. I am so worried about this but I don’t know if I should risk going to a and e during this pandemic either. Can any one give me some advice

*edit: doctors in Ireland don’t have ultrasound machines in the office only in the hospital. I was told to go through a&e because that’s the only way to get an unscheduled scan, just hope the doctor that sees me in a&e will order an ultrasound
