Bestfriend has a crush on me

My bestfriend of about two years has a crush on me. He asked me out a few months after we first met, we gave it a go, and I ended it because I wasn't comfortable in the relationship and he wanted different things then I did. It lasted three days. Well we took a break from being friends for a few months because he said he just couldn't get over me and I agreed to the break. He came back about a month later and said he was fine and we could continue our friendship. He dated another girl and we continued talking but he always brought up how he loved me and was using his girlfriend to move on and yata yata. I knew over the few months he dated this girl I would never ever date him even if I developed feelings for him specifically because of how he treated her and talked about his exs. Well he broke up with his girlfriend a month ago ago because it was a toxic relationship (on both sides) and now hes back to loving on me a whole bunch. I try so hard to treat it like a normal friendship but he just won't let me. We can't talk too much otherwise he accuses me of loving him and being in denial, I can't mention other boys even in a platonic way or he gets upset and says he's jealous and im just doing stuff to hurt him. But these are all double standards because he does all this and when I call him out he says its different because he just can't help his feelings for me. He also texts me every single time he gets drunk about how he loves me and wishes I'd give him another chance. I've clarified repeatedly I do not nor will ever think about him in more a romantic way, never let him make romantic advances, and have once even told him to hide his feelings if he had to (it was after a long, ugly day of arguing) so what do I do? Hes a good friend but he just won't get past this. He doesn't even love me, he just is interested because im the only chick in this tiny town who doesn't automatically give myself up for him and let him use me.
