Looks like grass irritation or a plant he touched there is irritating his skin. Put hydrocortisone cream on it and it should go away

Looks like viral rash or if your little one has been in the grass bare feet it could be a grass allergy . My oldest is allergic to it and always has a rash in the summer much like this
