Should I cut then bulk

Hey everyone, so I’m 4 months pp and I originally wanted to loose some weight and tone up then start gaining muscle mass .. I would like to build a booty and tighten my abdomen .. am I doing it right or do you guys recommend something different ? Any tips and tricks you’d like to pass along ? I’m a newbie and literally only stuck to cardio before
