Puppy Itching!

So I have a 3 months old teacup maltipoo, I noticed these scabs on her neck from scratching. She’s very itchy and I check her everyday for fleas or something and I see nothing. She’s always sneezing and I’m not sure if it’s an allergic reaction or she has fleas/ticks I can’t see. She scratching her neck mostly, head, face, sometimes bitches back legs. She has reddish scabs and she sneezes pretty often. Any ideas or recommend products to help?!
