Toddler sleep

Hey mommy’s our there with toddlers ages 1+ my son just turned 2 and this has been an ongoing thing for naps and bed time but my 2 year old son fights his sleep like there is NO tomorrow... he has Always been on a schedule for eating, naps and bed time. So taking a nap or going to bed is nothing new for him it’s the same time every day.! He eats healthy and exercises everyday so he isn’t snacking on sugary foods 24/7. But as I put him down for a nap he will stay in bed as long as I am in the room with him but if I leave the room he will get in and out of bed start playing and bothering his 1 year old brother. My 2 year old son will toss and turn and basically fight his sleep. My husband and I found out about Hylands calming tablets so that’s what we have been giving him to help him relax enough so he can go to sleep. Our son is too young for melatonin, most melatonin require 3+ ages. So I am asking are there any other mommy others with the same problem and how do you help your child/children get to sleep. Once my son is asleep he will stay asleep it’s just the problem of getting him to stay still, and relax enough so he CAN go to sleep. PLEASE ANY HELP!
