Unless the boundaries of their "break" were discussed off screen, we'll never know. Based on info we do have... was he in the right head space at the time? No. Did he do something that hurt someone else? Yes. Was it a dick move? Also yes. Was it cheating? Based on what we know, no. Let's not play like Rachel was a saint either. Horrible relationship all the way around.

They weren’t together. Can’t cheat on someone you’re not with. That being said, they were the WORST couple on the show and I’m still pissed they ended up getting together. Both of them were extremely toxic

I don’t think he cheated she asked for a break he said ok let’s get something to eat and she said no from us! Did he jump into bed with someone yes was he probably devastated yes! What I think he did wrong was he would have come clean to her right away instead of trying to hide it

I think at the beginning of their relationship they were both still immature. Ross was whiny and I don’t understand how Rachel stayed with him that long. 
I think taking a break is just being in limbo of whether you guys are going to break up or not. I also think Ross was still hurt from what carol did to him so he had trust issues. 
Realistically no one is going to read a eighteen page letter at freaking five in the morning. 😂

They both messed up. They didn't communicate properly and each had different expectations from this "break". Rachel clearly just wanted a minute or two to think and Ross had thought they were over, because neither of them could just talk like adults. She shouldn't have expected more from him honestly.
Even that stupid letter Rachel wrote, expecting him to read the entire thing at some ungodly hour of the night, expecting him to take full blame was ridiculous.
