Pacifier during feeding

My 4 months old is very fussy diring eating and continuously wants to switch in between bottle and pacifier during the feed. He would guve 2/3 sucks and then leave the bottle and want pacifier. After he sucks a bit kn the pacifier i remove it from his mouth and put the bottle again. And once again he will suck 2/3 sucks and ask for pacifier. It’s a very long and complicated way if feeding. He was doing this with the breast too before we swapped to bottle feeding. Any insights on why?
