Can you do nasal irrigation on an 11 month old?

My poor LO caught something and is so congested that he can't breath through his nose. He has a hard time drinking his bottles because of this and doesn't want to eat. He also is having a hard time sleeping because he is so uncomfortable.

We have/are doing a hot steam shower, saline spray, nose freida booger sucker, vapor rub, humidifier in his room, elevated his mattress. All these havent cleared him out enough where he can breath througg his nose comfortably. I want to try to rinse out his sinuses kinda like a neti pot, but not sure if this is safe to do on a LO.

I will can his pediatrician, but just wanted to know what others think? Or what others have done to clear their kids congestion besides what we have tried already.
