Should I say it's now or never?

I've been talking/dating this guy for about 6 months now. He went back home as uni was finished. He came back to my city recently and we've only met twice since coming back up. I originally wanted a relationship with him but he told me last night that he doesn't want to rush into anything. I just can't help thinking now is does he just want to be with me for sex or does he actually like me and want to see how things go? We've seen each other a total of 6 times now, which isn't much but when he was away we did talk and facetime a lot. Do I just tell him how I feel about wanting a relationship?
