Bullying in Middle School

PLEASE READ AND GIVE ME ADVICE: Hi everyone, so there is this bully in my brother’s school who keeps bullying him verbally and sometimes tries to do it physically. Last year he bullied him and I reported it to the principal and the problem got “fixed” by calling both parties to the office and having the kids say sorry to each other. My bro has a birthmark on his cheek and this guy makes fun of it. So recently being on a Zoom call for class the bully told my brother that once the school starts he is going to beat him up. Now my brother tells me and my mom that he doesn’t wanna go back to school and he wants to have his school switched. Switching schools is not fixing the problem, and the school staff doesn’t do anything. I don’t know what to do. I motivate my brother and tell him to never be afraid and be confident but he seems to be afraid of him. I’m lost, I don’t know how to help him anymore.
